Alles wat je moet weten over de wijzigingen in het getuigschrift voor bestuurders

Op 3 december 2024 worden de wijzigingen aan het getuigschrift van vakbekwaamheid (CPC) volledig van kracht. Het nieuwe getuigschrift is bedoeld om meer flexibiliteit te bieden aan chauffeurs die terugkeren in het beroep en aan degenen die een verplichte opleiding volgen. Wij verdiepen ons in de komende veranderingen en hoe deze van invloed zullen zijn op chauffeurs.

Wat is de bestuurder CPC?

Het SCB is geïntroduceerd in 2007 en is een verplichte kwalificatie voor professionele chauffeurs in het Verenigd Koninkrijk en de EU die een reeks zware voertuigen willen besturen, zoals vrachtwagens, LGV's, bussen en touringcars.

Bestuurders moeten voor vier tests slagen:

  • Theorie

  • Casestudy

  • Praktisch

  • Demonstratie voertuigveiligheid.

Eenmaal geslaagd is het getuigschrift vijf jaar geldig en moet het worden verlengd door binnen die vijf jaar 35 uur nascholing te volgen.

Waarom is er een raadpleging over het bestuurderscertificaat?

De Britse overheid wilde inzicht krijgen in de effectiviteit van het Driver CPC. Ze deed dit door chauffeurs, opleiders en andere partijen te vragen een enquête in te vullen. De regering richtte zich op twee belangrijke gebieden: het verbeteren van de keuze van chauffeurs en het aantrekken van meer chauffeurs in de sector - bijvoorbeeld door het voor chauffeurs met buitenlandse kwalificaties makkelijker te maken om een licentie te krijgen in het Verenigd Koninkrijk.

Welke veranderingen worden van kracht?

De wijzigingen in het getuigschrift voor machinisten zijn onderverdeeld in de volgende categorieën:

Internationaal getuigschrift van vakbekwaamheid:

Het internationale getuigschrift van vakbekwaamheid is de nieuwe naam voor hoe het vorige getuigschrift werkte. Het volgende is van toepassing:

  • Chauffeurs moeten elke vijf jaar 35 uur nascholing volgen.

  • De cursussen moeten minstens zeven uur duren.

  • Als een cursus over een dag wordt gespreid, moet een bestuurder de cursus op twee opeenvolgende dagen voltooien.

  • Bestuurders mogen in totaal 12 uur e-learning volgen.

Nationaal getuigschrift voor chauffeurs

Het National Driver CPC biedt meer flexibiliteit voor bestuurders die in Groot-Brittannië willen rijden. Bestuurders kunnen een van beide nemen:

  • 35 uur training om de vijf jaar.

  • Een combinatie van 35 uur National Driver CPC en International Driver CPC training om de vijf jaar.

De flexibiliteit betekent dat:

  • De training moet minstens 3 uur en 30 minuten duren - aanbieders van trainingen kunnen langere cursussen aanbieden.

  • De cursus hoeft niet op twee opeenvolgende dagen te worden voltooid als het een gesplitste cursus is - cursusaanbieders kunnen hun eigen tijdslimieten instellen.

  • Training kan e-learning zijn.

  • Chauffeurs kunnen 12 uur e-learning volgen voor hun totale 35 uur.

Gekwalificeerd blijven

Vanaf 3 december 2024 kunnen chauffeurs gekwalificeerd blijven door te kiezen voor:

  1. Internationaal getuigschrift bestuurder
  2. Nationaal getuigschrift bestuurder

Wat betekent dit voor chauffeurs die terugkeren in het beroep?

Chauffeurs die willen terugkeren in het beroep moeten 35 uur training volgen voordat ze terugkeren in het beroep. Dit zal echter veranderen vanaf 1 februari 2025.

Wijzigingen op 1 februari 2025

Chauffeurs met een verlopen getuigschrift krijgen nieuwe trajecten om de terugkeer naar het rijden gemakkelijker te maken.

Als CPC tussen 60 dagen en twee jaar geleden is verlopen

Bestuurders hebben vier opties:

Optie één:

  • Volg 35 uur internationale chauffeurs-CPC-training.

  • Behaal de kwalificatie om te rijden in het VK en de EU.

Optie twee:

  • 35 uur Nationale Rijopleiding CPC voltooien.

  • Krijg alleen kwalificatie om in Groot-Brittannië te rijden.

Optie drie:

  • Volg een zeven uur durende "terugkeer naar rijden"-module.

  • Krijg direct uw UK-rijbewijs terug.

  • Om in de EU te mogen rijden, moet je binnen 12 maanden 28 uur extra training volgen.

Optie vier:

  • Als onderdeel van de National Driver CPC-training een zeven uur durende module "terugkeren naar het rijden" voltooien.

  • Krijg direct uw UK-rijbewijs terug.

  • Volg binnen 12 maanden 28 uur extra training (nationaal of internationaal bestuurderscertificaat).

Als het getuigschrift meer dan twee jaar geleden is verlopen

Chauffeurs moeten 35 uur training volgen (internationaal of nationaal).

Chauffeurs-CPC-kaarten

De regels rond de Chauffeur CPC-kaarten blijven hetzelfde - chauffeurs moeten hun kaart bij zich hebben als ze beroepsmatig voertuigen besturen. Het type kaart verschilt echter op basis van de kwalificatie:

Internationale bestuurderskaart

  • Identiek aan het huidige ontwerp.

Nationale bestuurderskaart

  • Op het ontwerp staat "Alleen voor huishoudelijk gebruik in het VK".

Als een bestuurder gekwalificeerd is voor beide categorieën, mag hij twee kaarten houden.

Hoe kunnen vlootbeheerders zich voorbereiden?

Wagenparkbeheerders kunnen zich voorbereiden op de veranderingen door het volgende te doen:

  • Zoek uit of hun chauffeurs een internationaal of nationaal getuigschrift nodig hebben.

  • Opleidingsdeadlines worden niet gemist om boetes te vermijden.

Wie is vrijgesteld van het bestuurderscertificaat?

Je hoeft geen getuigschrift van vakbekwaamheid te hebben als je het voertuig gebruikt voor:

  • Niet-commercieel vervoer

  • Materiaal vervoeren dat je voor je werk gebruikt - het rijden moet minder dan 30% van je maandelijkse werk zijn.

  • Rijden voor iemand voor wie je werkt of je eigen landbouw-, tuinbouw-, bosbouw-, landbouw- of visserijbedrijf - het rijden moet minder dan 30% van je maandelijkse werk zijn.

  • Rijden binnen 62 mijl van je basis - het besturen van een vrachtwagen, bus of touringcar mag niet je hoofdberoep zijn.

  • Rijden naar of van vooraf geboekte afspraken naar testcentra.

  • Lessen voor iedereen die een rijbewijs of een rijvaardigheidsbewijs wil halen.

  • De openbare orde handhaven.

Heb ik een getuigschrift met historische rechten nodig?

Chauffeurs met historische rechten hoeven de kwalificatie niet als onderdeel van hun rijbewijs te hebben. Ze moeten echter wel elke vijf jaar 35 uur nascholing volgen.

HGV-PARKEERREGELS IN HET VERENIGD KONINKRIJK: WAT ELKE BESTUURDER MOET WETEN

For many truck drivers, it can be challenging trying to navigate the number of regulations surrounding overnight truck parking in the UK. After a long day behind the wheel, they must adhere to several rules before they can even think about parking up for the night. We'll delve into these regulations and provide you with everything you need to know. Before we look at parking regulations, it's vital to understand UK and EU laws regarding rest periods. We've collated all you need to know about . However, in a nutshell, if your vehicle exceeds three and a half tonnes, you must have a tachograph fitted. A tachograph will record the number of breaks a driver takes. Truck drivers must adhere to the following:• Drivers must take 11 continuous hours of rest. This can be reduced to nine. • Truck drivers are required to take at least 45 hours of rest. • Driving time can be no longer than four-and-a-half hours before a break. A break must be at least 45 minutes.To comply with parking laws and ensure safety, truck drivers must follow strict regulations regarding where and when they can park overnight:• Many local authorities do not allow truck drivers to park in residential areas doing so may result in a fine or penalty.• If the maximum loaded weight of the vehicle is more than 7.5 tonnes (including any trailer), you must not park on a verge, pavement, or any land between carriageways unless there is police permission. • Truck drivers can use these for overnight parking. However, they provide less security and no amenities. Parking overnight in a lay-by is often the most straightforward and economical option but can pose a greater security risk.Failure to follow HGV parking regulations can result in fines, vehicle clamping, or impounding. These penalties are in place to encourage drivers to comply with the law and ensure road safety.Suitable parking locations include: Specifically designed for HGVs and include facilities such as fuel, food, showers, toilets, and security options. Many motorway service areas (MSAs) will provide areas for HGV parking. Most offer similar facilities as truck stops. Truck drivers are restricted to using lanes one and two. On a four-lane motorway, drivers can use lane three. However, HGVs are not permitted to use the furthest right lane.A road may be marked unsuitable for heavy goods vehicles for the following reasons: These pose a challenge for many HGVs, especially long or articulated trucks. Ascending a steep incline for an HGV is a difficult task due to its heavy load, leading to reduced traction and wheel spin. Roads with limited width can feature sharp bends or walls on either side and are unsuitable for trucks. Due to their turning radius of HGVs, they require more space to maneuver. Roads with walls on either side leave little room for error and increase the risk of an HGV becoming stuck or causing damage.

In the UK, drivers must have a visual acuity of at least 0.5 (6/12) on the Snellen scale. Before you can obtain your Class 2, you will need to have a full car licence, be over 18, and have a provisional HGV licence. Your provisional HGV licence will consist of two forms, a D2 (This is free) and a D4. A D4 form is your medical and the cost can vary between £50-£120. A Class 1 licence will qualify you to drive a truck over 3,500kg with a trailer of over 750kg. This will cost £115. Overall, qualifying as a Class 1 HGV driver can set you back just under £2,000. However, it’s important to state that once you have obtained your licence, you will be on a decent salary, have job stability, get to travel and gain a sense of community within the trucking world.
