Poljski prometni sektor doživlja veliko preobrazbo. V zadnjih mesecih je vlada uvedla vrsto dragih programov financiranja, namenjenih razogljičenju državnega cestnega omrežja in logističnih dejavnosti. Velik del teh dejavnosti se osredotoča na infrastrukturo, povezano s težkimi tovornimi vozili, kar je znak, da se prehod na čistejši tovorni promet uveljavlja po vsej Evropi.

Obseg naložb - in hitrost, s katero potekajo - bosta pomembna za operaterje, upravljavce in načrtovalce infrastrukture po vsej Evropi. Da bi razumeli, zakaj, si je treba ogledati širši evropski kontekst in posebna sredstva, ki so na voljo na Poljskem.

Evropska pot do ničelnih emisij

Prehod na prevoz z nizkimi ali ničelnimi emisijami se v Evropi pospešuje že več let. V svežnju EU Fit for 55 in Green Deal sta postavljena ambiciozna cilja za zmanjšanje emisij težkih vozil za 45 % do leta 2030 in za 90 % do leta 2040.

Uredba o infrastrukturi za alternativna goriva (https://www.consilium.europa.eu/en/press/press-releases/2023/07/25/alternative-fuels-infrastructure-council-adopts-new-law-for-more-recharging-and-refuelling-stations-across-europe/) (AFIR) prav tako določa, da morajo biti do leta 2030 na vsakih 60 kilometrih vseevropskega prometnega omrežja (TEN-T) - sistema evropskih cest, železnic, pristanišč in letališč, ki predstavlja hrbtenico celinskega tovornega prometa - na voljo polnilne postaje z visoko močjo za težka vozila. Vodikove polnilne postaje morajo biti na voljo vsakih 200 kilometrov.

Združeno kraljestvo gre po podobni poti. S projekti Zero Emission Road Freight Demonstrator se preizkušajo električna in vodikova težka tovorna vozila na dolgih razdaljah, sredstva pa se namenjajo za infrastrukturo za polnjenje in oskrbo z gorivom v skladiščih.

Glede na to poljski program kaže, da sta srednja in vzhodna Evropa pripravljeni prevzeti vodilno vlogo pri gradnji čistejšega in bolje povezanega prometa.

Zaveza v vrednosti več milijard zlotov

Marca 2025 je poljski Nacionalni sklad za varstvo okolja in upravljanje voda (NFOŚiGW) objavil dva velika razpisa za financiranje v skupni vrednosti 2 milijardi PLN.

Prvi bo zajemal gradnjo in širitev električnih omrežij za napajanje visokozmogljivih polnilnih postaj, zlasti tistih na TEN-T. Zajema tako širitev omrežja kot tudi postavitev novih priključkov. To pomeni, da bo omrežje lahko zagotavljalo energijo, potrebno za hitro polnjenje tovornjakov. Upravljavci energetskih sistemov in omrežij lahko zaprosijo za nepovratna sredstva, če njihovi projekti dosegajo minimalne pragove moči.

Drugi razpis za financiranje podpira izgradnjo polnilnih postaj za težka vozila. Cilj je vzpostaviti 550 javno dostopnih točk po vsej državi, ki bodo namenjene tako električnim kot tudi vodikovim tovornjakom.

Zadnji program, ki se je začel izvajati v drugem četrtletju leta 2025, podjetjem zagotavlja nepovratna sredstva in posojila za nakup ali najem tovornjakov z ničelnimi emisijami kategorij N2 in N3. Kategorija N2 zajema vozila z bruto maso med 3,5 in 12 tonami, kategorija N3 pa velja za tovornjake nad 12 tonami. Višina financiranja znaša od 30 do 60 odstotkov, odvisno od velikosti podjetja. Zgornja meja 400 000 PLN velja za vozila kategorije N2, 750 000 PLN pa za modele kategorije N3. Vloge bodo odprte do leta 2029, tako da lahko upravljavci načrtujejo prehod na vozila brez emisij.

Te naložbe se pridružujejo obstoječemu poljskemu programu Nasz Eauto, ki posameznikom in podjetjem subvencionira nakup električnih avtomobilov, s čimer se trajnostna prometna strategija države še dodatno razširi na osebna vozila.

Gradnja omrežja za težki promet

Po podatkih Mednarodne zveze za cestni promet (IRU) Poljska po cestah prepelje več blaga kot katera koli druga država EU. Je naravna vstopna točka med Zahodno Evropo in baltskimi državami, Ukrajino in Balkanom, kar pomeni, da bo imela zanesljiva infrastruktura brez emisij na Poljskem vseevropski vpliv.

Z določitvijo jasnih zahtev glede električne energije in uskladitvijo projektov s koridorji TEN-T vlada zagotavlja usklajen pristop in ne izoliranih projektov. Cilj je zanesljivo omrežje, v katerem se lahko električni in vodikovi tovornjaki prosto gibljejo po ključnih trgovinskih poteh. Namestnik ministra za podnebje in okolje je program opisal kot način za krepitev "konkurenčnosti poljskih prevoznikov tovora" in hkrati zmanjšanje emisij v enem največjih gospodarskih sektorjev v državi.

Poljsko notranje omrežje je prav tako del širše pobude Pobuda za čisti prometni koridor. Skupno devet držav EU - vključno s Poljsko - se je septembra 2025 zavezalo, da bo pospešilo uvajanje polnilne infrastrukture na ključnih tovornih poteh, kot sta severnomorsko-baltski in skandinavsko-sredozemski koridor TEN-T.

Za vozne parke, ki delujejo po vsej Evropi, pobuda pomeni, da bo infrastruktura za polnjenje postala bolj standardizirana in predvidljiva med državami. To bo voznikom pomagalo pri zanesljivejšem načrtovanju čezmejnih poti, hkrati pa bo podpiralo prehod na tovorni promet brez emisij.

Praktične priložnosti in resnični izzivi

Za upravljavce voznih parkov je čas spodbuden. Tovornjaki z ničelnimi emisijami hitro vstopajo na evropski trg, saj je bilo v prvi polovici leta 2025 v EU registriranih skoraj 2 000 prodanih težkih električnih tovornjakov z ničelnimi emisijami.

Obstajajo pa tudi izzivi. Dodajanje zmogljivih polnilnih zmogljivosti pomeni, da morajo sodelovati upravljavci omrežja, lokalni organi in logistični centri. Prav tako bo potreben čas, da se zaposlijo tehniki, ki so usposobljeni za namestitev in vzdrževanje visokonapetostne opreme.

We asked Harry what offerings truck stops must provide to those on the road regularly:"I think the drivers just want some decent facilities. If they've got a shower, toilet, and a hot meal, they're generally happy." He also notes that it's not a one-size-fits-all, "they've all got different requirements. Some of them want to go to sites with a fancy restaurant, and some of them are just happy with a burger and chips. I think if the basics are there of clean facilities, hot and cold food, and showers, that's the main thing."Truck stops are already in high demand, and the most popular ones, offering the right facilities and security requirements, tend to fill up early in the evening. This often forces drivers to park in unsafe areas, a challenge that's expected to grow even more significant when SNAP not only simplifies life for fleet managers but also delivers a seamless parking experience for drivers. This leads to increased convenience and satisfaction on the road, while enhancing efficiency and streamlining operations across the company."It's the simplicity for the drivers.
